What should a Data Reflection Report look like - I get two different ones???

They changed the format when sbem v4.1.e was released. It's a much better format now.
(they were both generated using DB v3.0.0 but one was generated with the v4.1.e patch installed).

I take it the newer version is the better format and the one produced with patch installed.

Should the patch always be installed??

The sbem v4.1.e patch was released as an intermediate measure to enable Scottish Assessors to electronically lodge EPCs at the beginning of 2013. Scottish Assessors now have a dedicated interface to sbem v4.1.e in v3.2 (and now v3.4) which has been accepted by the Scottish Government so have no need of the patch. Some England and Wales assessors may wish to use the patch since their Accreditation Companies are processing their sbem input files through sbem v4.1.e in order to lodge them. DCLG have still not set up a validation service for E & W software and so we are still recommending using v3.0.0 without the patch for the majority of such users. NI is complex (as you know), they also have no validation service but it is not possible to produce a 2012 Part F Report without using v4.1.e. For such users then you are advised to work with the patch in v3.0.0. However a proper NI BRUKL cannot be produced without using a full v4.1.e interface and as an intermediate measure it is necessary to run an E&W calc with Belfast weather to generate the same results.
Calculations using v3.0.0 with the patch should produce identical calculations to v3.2/3.4.
Most of the reports produced in the calculations display which version of sbem has been used should you be unsure which version you have installed.
