skylights on the flat roof

Does the roof become a transparent if it is 100% skylight?

Does anyone have an idea on how to manually insert a skylight on a flat roof? I can't do it.

Yes

You must go to the roof surface level first. Then you will be able to draw a window.

Yes

If the roof is not transparent, it means no skylight. is this right? Thanks.

Yes if there is no skylight then no solar/visible radiation will be transmitted.
