License problem

I'm having trouble activating my license code.
I already deactivated the antivirus and firewall,
in addition to trying to use another internet network, but nothing solved.
The error that appears is -132
"The Wizard has failed with the following message:
-132 Cannot connect to specified URL (-132)"
